Odd clock behavior

I searched the site for this problem, and didn't find it. Basically, here's what happens:
- If the var time_zone in site controls is set to GMT, the comments all have the correct time (assuming the users sets their time zone correctly as well).
- If the var time_zone in site controls is set to PST (where the server actually is), the Stories all have the correct time (assuming the users sets their time zone correctly as well).
