Odd clock behavior Bugs

I searched the site for this problem, and didn't find it.  Basically, here's what happens:

  1. If the var time_zone in site controls is set to GMT, the comments all have the correct time (assuming the users sets their time zone correctly as well).
  2. If the var time_zone in site controls is set to PST (where the server actually is), the Stories all have the correct time (assuming the users sets their time zone correctly as well).

I'm stumped.  Any ideas?
