Ampersands in link URLs incorrectly handled in digest Bugs

Scoop often translates the ampersand character into & which mostly is a good idea. However, it shouldn't perform this translation in URLs. It does so when it formats the digest for sending.

A story on k5 with a link to a Yahoo! story shows this problem. The story URL is: http://story.news.yahoo.com/news?tmpl=story&ncid=655&e=2&cid=655&u=/oneworld/20030108/wl_oneworld/1032_104204687  but it comes out formatted as [http://story.news.yahoo.com/news?tmpl=story&ncid=655&e=2&cid=
655&u=/oneworld/20030108/wl_oneworld/1032_1042046875] in the story digest.

(Note: I posted this using plaintext formatting, so as to not mess up the ampersands, and so couldn't post links. But the original k5 story is at http://www.kuro5hin.org/story/2003/1/10/92728/6793)

I've noticed it in plain text.  My K5 RSS feed has frequently spit out &amp; instead of a simple &.
