Time for a New Release? New Code

I was looking through scoop.k5 today, and noticed that it's been over a year since Scoop 0.9 was released. I think most of us would agree there have been a lot of changes since then.

I think it's about time we made another release of Scoop.

We still need to decide a few things, like what features still need to be added or what the version number should be, but I think now is a good time to make a new release version before any major changes start getting made.
