Scoop 1.1.7 Released

This is a subminor release of Scoop, with some bugfixe. In the future, we'd like to get in the habit of making little point releases like this more often between the more major releases, so the changes aren't as drastic. The main reason this release is being made right now, though, right before we expect to start making prerelease candidates for Scoop 1.2 is that this will probably be the last release of Scoop that will only have support for Apache 1.3.x. After this, Scoop will support both Apache 1.3.x and Apache 2.0, so it was decided that there should be a definite point where Apache 2.0 support was added. After this release is that point. Scoop 1.1.7 can be downloaded as scoop_1.1.7.tar.gz.

I think that's a great idea because like that if something wrong it should be easy to find and fixed.
